MSHN Issues RFP to Seek SUD Providers in Montcalm & Isabella Cos.
This
offers notice that Substance Use Disorder (SUD) treatment providers are being sought to establish specified SUD services or program locations in Montcalm and Isabella counties in response to service needs identified by the Mid-State Health Network (MSHN) Prepaid Inpatient Health Plan.MSHN is a regional entity, which was formed pursuant to 1974 P.A. 258, as amended, MCL §330.1204b, as a public governmental entity separate from the CMHSP Participants that established it. The CMHSP Participants formed Mid-State Health Network to serve as the prepaid inpatient health plan (“PIHP”) for the twenty-one counties designated by the Michigan Department of Community Health (now the Michigan Department of Health and Human Services [MDHHS]) as Region 5. The CMHSP Participants include Bay-Arenac Behavioral Health, Clinton-Eaton-Ingham Community Mental Health Authority, Community Mental Health for Central Michigan, Community Mental Health Authority (located in Gratiot County), Community Mental Health Authority (located in Tuscola County), Huron County Community Mental Health Authority, Ionia County Community Mental Health Authority, LifeWays Community Mental Health Authority, Montcalm County Community Mental Health Authority, Newaygo County Community Mental Health Authority, Saginaw County Community Mental Health Authority, and Shiawassee County Community Mental Health Authority. Beginning January 1, 2014, MSHN entered into a contract with the State of Michigan for Medicaid funding and entered into subcontracts with the CMHSPs in its region and Substance Use Disorder Providers for the provision of Mental Health, Substance Use Disorder, and Developmental Disabilities services.

MSHN intends to establish or expand SUD services specified below in or very near Montcalm and Isabella counties in the following American Society of Addiction Medicine (ASAM) Levels of Care (LOC’s):
Montcalm County ASAM LOC’s of:
Withdrawal Management 3.2 & 3.7
Residential 3.1, 3.3, 3.5, 3.7
Outpatient 1.0 or 2.1 with Medication-Assisted Treatment (MAT)
Isabella County ASAM LOC’s of:
Withdrawal Management 3.2 & 3.7
Residential 3.1, 3.3, 3.5, 3.7
Outpatient 1.0 & 2.1
