Opioid Settlement Transparency & Accountability

 

MSHN has developed this page as a public resource for all residents, stakeholders and community partners in Region 5’s twenty-one (21) counties. In 2022, the Michigan legislature passed MCL 12.253 which created the Opioid Healing and Recovery Fund into which roughly half of all opioid settlement funds (OSF) directed to the state of Michigan are housed. The other 50% of OSF went directly to counties and municipalities. In FY25, MDHHS allocated $10 million of its $100 million in available funds, i.e., $1 million to each of the state’s 10 PIHPs. MDHHS is calling this subset of grant funds the OHRF “Community Engagement and Infrastructure.”

To put MSHN’s $1 million to best use within the parameters established by MDHHS and to encourage community collaboration and transparency across our 21 counties, MSHN has taken the following steps:

  1. In January 2025, we conducted two virtual public listening sessions which were attended by nearly 100 stakeholders from across Region 5. These sessions were recorded and can be accessed at the links on the right hand side of this page.
  2. MSHN will continue to offer listening sessions throughout the fiscal year to elicit ongoing community feedback throughout the process, to share how the funds are being allocated, and to spotlight locally-identified gaps and needs. Access to these listening sessions will be public and will be posted in advance on MSHN’s website as well as through email announcements and other communication portals.
  3. MSHN has issued a FY25 provider proposal process with proposals due to MSHN on February 3, 2025. MSHN approval of OSF funding is dependent on allowable items as reviewed and approved by MDHHS.
